Yes, but there will be issues:
Adding a latex bonding as an integral admixture will slow the set time of the system because the polymer (similar to a coating) will coat the cement particles, decreasing the efficiency of Hydraset. This is because Hydraset must be in contact with the cement particles to be efficient and if the cement particles are coated (blocked) by the bonding agent, it will make it more difficult for Hydraset to be in contact with the cement particles, thereby decreasing the efficiency of the system.
More Hydraset will need to be added to help offset the interference of the latex bonding agent. How much more is highly dependent on the mix design, admixture type, and jobsite conditions. The contractor should try onsite.
The Hydraset will also darken the concrete.
