Will ceramic mortar bond to a concrete surface that has been cured with 1100 (and the 1100 film has not dissipated yet)?

No, the 1100 film will inhibit the mortar bond. 1100 must fully dissipate or be removed from the concrete prior to application of any subsequent coatings or treatments. The film typically starts to oxidize and begins to dissipate after approximately four weeks. However, how quick the film can fully dissipate will depend on the application, UV exposure, traffic, and various environmental factors. For example, in places that are under shade and there is no direct sunlight, it can take quite long for the product to dissipate. Or, if applied in an interior application, there is not sufficient UV for the membrane to oxidize, and therefore, it will need to be removed. (1100 can be removed using chemical means such as ULTRITE COATING REMOVER or physical means as well.)
